In 1971 the West Virginia Sate Legislature passed the West Virginia Regional Planning and Development Act. This Act divided West Virginia into eleven regions, each of which serves as a development district for their respective member counties. The goal of the Act was to more effectively use the States resources and to maximize the opportunities for local communities and public service agencies to secure Federal assistance for economic development, water and sewer system construction and expansion, and other projects.
The Mid-Ohio Valley Regional Planning and Development Council (MOVRC) was created in February 1973 to represent Region V, and represents the following counties and their respective communities:MOVRC Counties
The County Commissioners and Mayors of the communities in this eight-county area serve as the MOVRC Board of Directors. The Board oversees the general activities of the Regional Council Staff, and the direction of a number of Programs and Projects managed and hosted by MOVRC.
